Who decided on 20/20 vision?

In 1862, Dutch ophthalmologist Herman Snellen developed the Snellen Eye Chart which is recognized worldwide as the international standard for visual acuity. Each letter on the Snellen Eye Chart represents a very specific in size and shape. Each line of letters corresponds to a different value (20/400, 20/100, 20/40, etc...). The numerator "20" refers to letters you see at a distance of 20 feet. The denominator represents the distance somebody with "perfect" vision could see those same letters.

Why is 20/20 "perfect" vision?

Dr. Snellen selected 20/20 to represent "perfect" vision based on his 19th century studies. For reference, keyboards didn't exist and printing was accomplished by dipping metal stamps in ink. Printing quality probably limited Dr. Snellen's ability to make letters legible smaller than 20/20. Nowadays, if you are able to read 20/15 or 20/10, it's probably due to a higher resolution screen!

Is 20/20 really perfect vision?

20/20 provides limited information about our ability to see directly ahead. It doesn't account for our peripheral vision, color vision, depth perception, tracking or focusing abilities. Is this what we should consider seeing perfectly?

Consider this example: Do you know most states will renew a license if you can read 20/40 or better? Peripheral vision is not usually tested by the DMV. Do you trust somebody on the road who can see the street signs ahead but not a person driving next to them? Think about it the next time somebody cuts you off or swerves into your lane.
